Accounts with 9 Hitpoints are in fact default starter characters created back in Runescape Classic (RSC). With the introduction of Runescape 2 the experience required for level 10 in any skill was slightly raised. Any RSC characters with no gained hitpoints experience were brought to Runescape 2 with only 9 Hitpoints.

Runescape 9Hp accounts weren’t that popular until Jagex released the “Quick Chat” update. This allows you to show off your skill levels with just a few mouse clicks.
